Haven't heard them all (far from it) but I doubt I'll find any record that touches me more than Martin Pages "In the Temple of the Muse" did. So warm and passionate!
And my vote goes to David Roberts - Better Late Than Never.
But in a westcoast prespective 2008 was an amazing year with many topnotch releases.
And almost any of the listed titels could have been the winner :-)

My top list among those has to be:
Andreas Aleman – This is Life
Bill Champlin – No Place Left to Fall
Chicago – Stone of Sisyphus
Daniel Andersson – Days in L.A.
Daniel Nelson – Daniel Nelson EP
David Roberts – Better Late Than Never
JaR – Scene 29
Joseph Williams – This Fall
Martin Page – In the Temple of the Muse
Peter Friestedt – LA Project 2
Robbie Dupree – Time and Tide
Smooth Reunion – Cleaning up the Business
Steve Lukather - Ever Changing Times
Work Of Art – Art Work
In my opinion it was a very good year for the genre with many quality releases. My vote goes to Peter Friestedt and LA Project II. Brilliant WestCoast by all means.

I also liked a lot the following:
Bill Champlin – No Place Left to Fall
JaR – Scene 29
Joseph Williams – This Fall
Robbie Dupree – Time and Tide
Steve Lukather - Ever Changing Times
Work Of Art – Art Work
David Roberts – Better Late Than Never
Haven't heard them all, but for the ones I have - I must say I'm VERY impressed by Ole Borud's "Shakin' the ground", really, really good.....
My absolute top 2 that I listen to all the time and haven't got enough of yet :-)

Joseph Williams – This Fall
Steve Lukather - Ever Changing Times

my other favorites from the list:

Peter Friestedt – LA Project 2
Chicago - Stone of Sisyphus
Work Of Art – Art Work
Ole Børud – Shakin’ the Ground
JaR – Scene 29
Andreas Aleman – This is Life
Robbie Dupree – Time and Tide
Work of Art-Art Work!

This is the best Westcoast album I have heard since Go West "Indian Summer" and that's a long time span between albums! There's so many inspiring, feel good tracks on this album, "Camelia", "Whenever U Sleep", etc. It sounds like Toto, Mr Mister, and Chicago jamming in the same room and updated with today's technology. Also, "Cover Me" sounds like something that is Number 1 on Modern Rock charts in the US. Its so far out of left field from the rest of the album but it completely ROCKS! For 2009, I would have to give Bill Labounty's new album the honor.
Well, Ole Børud – Shakin’ the Ground maybe isn't a real westcoast release but it's definitely the best album of 2008.
